WEDNESDAY, SEPTEMBER 5, 2007:

 

          The Adams County Board of Commissioners met this date in regularly scheduled session at 9:05 a.m. in the Commissioners’ Meeting Room with Board Chairman R. Glenn Snyder presiding.  Others in attendance were Commissioners Lucy Lott and Lisa Moreno; Carolene Santiago, Solicitor’s Office; Pete Martin, C.S. Davidson; News Reporters Caitlyn Heaney (Evening Sun), Max Stevens (WGET), and Jocelyn Chambers (WHVR); and Chief Clerk Paula Neiman.

 

Minutes:

 

          Ms. Lott moved, seconded by Ms. Moreno, to approve the minutes of the August 29, 2007 Commissioners meeting as presented.

 

Motion carried.

 

Salary Board Meeting:

 

          Chairman Snyder moved, seconded by Ms. Moreno, to recess the Salary Board Meeting until 9:30 a.m. this date.

 

Motion carried.

 

Public Comments/Questions:

 

          There were no public comments/questions addressed to the Board at this time.

 

Proclamation:

 

Chairman Snyder moved, seconded by Ms. Lott, to approve to adopt and proclaim the month of September 2007 as “LITERACY MONTH” in Adams County.  This proclamation was presented to Ms. Megan Weikel, Coordinator of the Adams County Literacy Council, and Ms. Mary Lapham, the Gettysburg College Literacy Coordinator.

 

Motion carried.

 

York/Adams HealthChoices Management Unit:

 

          Ms. Lott moved, seconded by Ms. Moreno, to approve and sign the following:

 

  • Provider Agreement Addendum to amend the terms of the Scope of Work/Bricks 7 Mortar Agreement for It Takes a Village, Family Group Decision Making
  • Master Service Provider Agreement and the Scope of Works/Bricks and Mortar Agreement with Bruce Kelly, Psychologist

 Motion carried.

 

Tax Assessment:

 

          With recommendation from Chief Assessor Barbara Walter, Ms. Moreno moved, seconded by Ms. Lott, to approve a Disabled Veterans Real Property Tax Exemption Certification filed by Stephen B. Kent for Parcel #012-0001, located in the Gettysburg Borough effective for the 2007-2008 School Taxes.

Children and Youth Services:

 

With recommendation from Peter Vriens, Director, Ms. Lott moved, seconded by Ms. Moreno to approve and sign the following:

 

  • Purchase of Service Agreements for:

Appalachian Youth Services

KidsPeace

Youth Development Center

 

  • Attendance of Tammy Barbour, Casework Supervisor and Sara Meisenhelter, Program Specialist, to the Child Welfare Education for Leadership Program, a graduate level social work program sponsored by the Department of Public Welfare through the University of Pittsburgh.

Planning and Development:

 

With recommendation from Mark Brown, Planner, Ms. Lott moved, seconded by Ms. Moreno, to approve and sign Change Order #1 for Andrew & Sons Excavating, Inc. in the amount of $26,140 for the Harrisburg Area Community College Stormwater BMP Project.

Courts:

 

          With recommendation from Mark Grim, Court Administrator, Ms. Moreno moved, seconded by Ms. Lott, to approve and sign three (3) Thomson West Contracts relating to on-line legal research and publications for a three-year term in the amounts of $4,502, $3,307.50, and $3,921 annually.

Act 137:

 

          With recommendation from Anne Thomas, Grants Coordinator, Ms. Lott moved, seconded by Ms. Moreno, to approve and sign the Lending Commitment and Agreement between the County of Adams and Jerry & Tammy Martin, 1760 Shrivers Corner Road, Lot #166, Gettysburg, PA in the amount of $5,000.

Emergency Shelter Grant:

 

          With recommendation from Anne Thomas, Grants Coordinator, Ms. Moreno moved, seconded by Ms. Lott, to approve and sign, on behalf of South Central Community Action Programs, Inc., the 2005 Emergency Shelter Grant #C000014575 Fiscal Status Report Close Out for the submission to the Department of Community and Economic Development in the amount of $210,000.

Green Acres Nursing & Rehabilitation Center:

 

          With recommendation from C.S. Davidson, Inc., Ms. Lott moved, seconded by Ms. Moreno, to approve and sign Proposal Amendment No. 4 for Additional E/A Services, Engineer’s Project No. 2792.8.03.00 in the amount of $39,800.  This amendment is for the 2006 Renovation Project for Green Acres to include revisions to the facility’s west wing.

          Ms. Moreno moved, seconded by Ms. Lott, to approve the Personnel Report dated September 5, 2007 as follows:
