WEDNESDAY, DECEMBER 24, 2008:              

 

          The Adams County Board of Commissioners met this date in regularly scheduled session at 9:07 a.m. in the Commissioners’ Meeting Room with Board Chairman George Weikert presiding.  Others in attendance were Commissioners R. Glenn Snyder and Lisa A. Moreno; Solicitor John M. Hartzell; Chief Appraiser Jim Behm; Daryl Crum, Assistant Appraiser; Barbara Walter, Chief Assessor; News Reporters Steve Marroni (Evening Sun), Max Stevens (WGET), and John Messeder (Gettysburg Times); and Chief Clerk Paula V. Neiman.

 

Minutes:

 

          Ms. Moreno moved, seconded by Mr. Snyder, to approve the minutes of the December 17, 2008 Commissioners’ meeting as presented.

 

Motion carried.

 

Public Comments/Questions:

 

          There were no public comments/questions presented to the Board at this time.

 

Adams County Transit Authority:

 

          With recommendation from the Adams County Transit Authority, Mr. Snyder moved, seconded by Ms. Moreno to approve to re-appoint the following Board Directors for a five-year term to expire January 1, 2014:

 

  • Richard Emerson
  • Darlene Brown
  • Lisa A. Moreno, Commissioner Representative

Motion carried.

 

Planning Commission:

 

With recommendation from Richard Schmoyer, Director, Mr. Snyder moved, seconded by Ms. Moreno to approve and sign FY 2005-2006 Unified Planning Work Program Agreement extension until June 30, 2009 between the County of Adams and PennDOT and to extend the contract for Professional Services between the County of Adams and Gannett Fleming for the project completion.

 

Motion carried.

 

Commissioners Office:

 
  • Mr. Snyder moved, seconded by Ms. Moreno to approve to award the 2009 Tax and Revenue Anticipation Note (TRAN) to PNC Bank with the interest rate per annum of 3.175%.

Motion carried.

 

  • With recommendation from Solicitor John Hartzell, Mr. Snyder moved, seconded by Ms. Moreno to approve the Board of Commissioners to enter into a contract with 21st Century Appraisals, Inc. for the completion of reassessment of all County real property.

Motion carried.

  

  • With recommendation from Solicitor John Hartzell, Ms. Moreno moved, seconded by Mr. Snyder to approve to adopt an Open Records Policy for the Implementation and Management of the Pennsylvania Right to Know Law, as modified by Act 3 of 2008.

Motion carried.

 

Green Acres:

 

          With recommendation from Bob Ritter, Administrator, Mr. Snyder moved, seconded by Ms. Moreno to approve and sign an Addendum to the Agreement for nursing home services between Green Acres and Compassionate Care Hospice Inc.

 

Motion carried.

 

Personnel Report:

 

Ms. Moreno moved, seconded by Mr. Snyder to approve the Personnel Report dated December 24, 2008 as follows:

 

Public Defender:

 

         With recommendation from Jeffery Cook, Public Defender, to approve the employment of Christine Shaffer, Legal Secretary, effective January 5, 2009.

 

Separation of Employment:

 
  • Edwin Dominguez, Correctional Officer, effective December 18, 2008
  • Marc Rintz, Correctional Officer, effective December 19, 2008
  • Craig Reber, Erosion & Sediment Control Tech, effective January 2, 2009
  • Donald Camara, LPN, effective January 2, 2009

Motion carried.

 

Expenditures:

 

Mr. Snyder moved, seconded by Ms. Moreno to approve the following expenditures for December 16 through December 24, 2008:

 

                   General Fund                       $ 946,960.47

                   911 Fund                            $    3,310.16

                   Children & Youth Services      $  64,265.48

                   HazMat                              $       210.28

                   Liquid Fuels                         $  65,510.00

                   Law Enforcement                 $    2,013.57

                   Block Grant                         $  36,820.63

                   Commissary Fund                 $    6,941.33

 

Motion carried.

 

Other Business:

 

          There was no other business brought before the Board at this time.

 

Salary Board Meeting:

 

          Mr. Weikert noted the Salary Board will meet immediately following the Commissioners’ Meeting.

 

Adjournment:

 

          Mr. Snyder moved, seconded by Ms. Moreno to adjourn the Commissioners Meeting at 9:19 a.m. this date.
